第十五章 结论与建议
15.1结论
(1)按照###政府与###3(集团)###3有限公司关于“###3(集团)###3有限公司“十一五”二氧化硫总量控制和削减目标责任书”的要求,应尽快对#2、#4燃煤锅炉炉进行烟气脱硫改造,以满足SO2排放总量控制的要求,也为企业的进一步发展在环境保护方面留下较大的发展空间,因此尽快对#2、#4炉实施烟气脱硫是十分必要的;
(2)双碱法脱硫工艺克服了石灰/石灰石法容易结垢和堵塞的缺点,是目前成熟的且在小热电燃煤锅炉烟气污染治理方面应用较为广泛的一种烟气脱硫技术,具有脱硫率高、脱硫剂价格便宜、质量稳定、供应有保证和适应性强的脱硫工艺。该工艺比较符合###3(集团)###3有限公司的实际,是合适的。
(3)根据公司场地实际情况,采用一炉一塔的建设方案,具有系统设计简单,操作维护方便等优点,也使得在现有场地上的脱硫工程得以实现。
(4)电厂现有###3t/h锅炉的脱硫装置建成投运后,脱硫效率按≥ 95%考虑,SO2
排放浓度低于140mg/m3,SO2排放量197.8 t/a,实现SO2减排2770t/a,实现烟尘减排141.3 t/a,为今后该厂进一步的发展在环保方面留下了很大的发展空间,也将为减少对周边环境的影响起到很大作用。
(5)本工程投运后将大大降低SO2排放量,除对当地大气环境质量的改善有利外,还可以减少每年缴纳的排污费用,从而获得一定的经济效益。项目总投资589.83万元,年利润总额33.83万元,税后投资回收期为9.29年。
综上所述,本社会效益、项目经济明显,项目是可行的。
15.2 建议
实施脱硫改造后由于排烟温度降低,将对烟囱产生一定的腐蚀影响,应适时观测烟囱的腐蚀情况,必要时应对烟囱进行防腐改造。
