摘 要

项目是指一系列独特的、复杂的并相互关联的活动，这些活动有着一个明确的目标或目的，必须在特定的时间、预算、资源限定内，依据规范完成。项目参数包括项目范围、质量、成本、时间、资源。

项目管理，简称（PM）就是项目的管理者，在有限的资源约束下，运用系统的观点、方法和理论，对项目涉及的全部工作进行有效地管理。即从项目的投资决策开始到项目结束的全过程进行计划、组织、指挥、协调、控制和评价，以实现项目的目标。

随着近年来房地产行业的高速发展，房地产开发企业进行着大规模的跨地域扩张，房地产企业的优胜劣汰进程加快，企业之间的分化重组加剧，行业集房地产企业出现了集团化管理的发展趋势，企业管理者的关注焦点也正在发生着变化。因此，有效的项目管理对于房地产开发企业的发展壮大有着至关重要

本文通过对安徽省金水房地产开发有限公司（文中简称金水公司）开发的房地产项目为主要研究对象，利用现代房地产项目管理理论，结合自身从事房控制等方面对房地产项目管理进行论述，并给出相应的效果评估，同时在对金水公司的项目管理现状进行描述和分析的基础上，提出了一些建议。 文中也重点讨论了金水公司项目成本管理过程中存在的问题，以及在房地产项基础上，从项目设计、招投标、质量、进度、风险管理等方面对金水公司项目成本管理活动提出了应当进行整改的具体意见和建议。

全文分为五章:第一章绪论；第二章介绍了项目开发各阶段成本管理一般方法；第三章介绍了金水项目成本管理现状分析；第四章介绍了金水项目成本管理应对策略；第五章介绍了金水项目成本案例分析。 关键词 : 金水；项目管理；方法；成本；策略

1.1课题的提出
