基于M-F模型分析的我国财政政策选择研究

摘 要

随着经济全球化发展，各国经济日益迈向开放经济。经济开放对一国经济产

生积极影响的同时，也使该国经济宏观调控更为复杂。除了要在开放的步骤、速

度等一系列问题上采取正确的政策外，更重要的是如何有效发挥财政货币政策的

宏观调控作用。改革开放以来，随着经济开放程度的加大，我国已经步入开放经

济国家的行列。在市场经济体制尚不完善的情况下，选择以财政政策为主的稳定

经济政策调控我国经济的运行，取得了较为有效的成果。但是，如何根据开放经

济的特点来分析财政政策的效应性问题，有待于运用较为合适的宏观经济模型来

分析。本文拟选择以分析开放经济下稳定经济政策效应为主的M-F模型，在结合

我国实际进行修正的基础上，尝试从开放经济角度论述财政政策在调控经济周期

性波动中的有效性。通过剖析二十世纪90年代以来我国主要利用财政政策克服通

货膨胀和通货紧缩的实践，指出财政政策在实际操作中的不足，从而提出进一步

提高财政政策作用效力的政策选择，以此为财政政策在今后宏观调控中的运用提

供几点有益的启示。

本文首先分析了开放经济下经典的M-F宏观经济模型来源及构成，介绍了该

模型分析财政货币政策效应的机理和运用的制度性制约。接着结合实际构造了适

合分析我国财政政策的修正M-F模型，并创造性地应用于分析紧缩性财政政策的

效应，以及通货膨胀下我国积极财政政策的效应，并指出财政政策在运用上的不

足之处在于对赤字和国债的强依赖性、注重总量调控而忽视结构调整以及与货币

政策配合的失调。最后指出，提高财政政策作用效力选择的重点在于优化政策作

用的环境、注重结构的调整和不断加强与货币政策的配合。

Abstract

With the development of the globalization of economy, every country’s economy

steps into the open economy day by day. When the open economy exerts a positive

influence on a country’s economy, but it does this country’s economy macro-regulation

more complex. Except for that we must take correct policies for step, speed of economy

opening and so on, how to displays economy macroscopic regulates’ function

effectively is more important. After 20 years reform and open, along with enlarging the

degree of open economy, our country has already marched into the open economy. As

the market economy system still in the imperfect situation, the financial policy as the

primarily stable economy policy has yielded a more effective result on regulating our

country economy. But, how to analyze the effect of financial policy according to the

characteristic of the open economy, that waits for using a more appropriate

macro-economic model to analyze. This article plans to choose M-F model which

primarily analyzes the effect of stable economy policy under the open economy, in

unifies our country to carry on the revision actually in the foundation, trying to analyze

the effect of financial policy from the open economy angle in the regulative economical

periodicity undulation validity in our country. Through analyzing the practice of china

mainly using the financial policy to overcome the inflation and the deflation from 1990s,

points out the insufficiency of the financial policy in the actual operation, thus proposed

the further choice of the financial policy that can enhance the function and potency of

the policy. I hope it will afford several beneficial enlightenments for macro-regulation

in the future.

This article has firstly drawn out the M-F model which is the classical

macro-economy model under the open economy. Then we introduced the mechanism

and the system restriction of the police utilization using the model to analyze the

financial and monetary policies’ effect. With the actual conditions of our country, we

revised the M-F model that it suit to analyze the actual financial policy. And put it

creatively analyze the effect of the compactness financial policy, as well as the effect of

the positive financial policy under the inflation, pointed out the deficiency of the

financial policy. That it lay in the strong dependence of the deficit and the national debt,

the attention to total quantity regulation but neglects the structure adjustment, as well as

with monetary policy coordination being out of balance. Finally pointed out that, the

key point choice to enhance the financial policy function potency is lie in optimizing the

environment of the policy function, put the attention to the structure adjustment and

strengthening unceasingly with the monetary policy coordination.
