摘 要

循环经济是人类对传统发展模式反思后的创新，是对人与自然关系认识上不断演进的结果。循环经济的本质是一种生态经济，它以生态哲学为理论基础，以资源的高效利用和循环利用为核心，以“减量化、再利用、再循环”为原则，以低消耗、低排放、高效率为基本特征来指导和协调人与自然的关系。在循环经济的理论指导下，工业园区的发展进入一个崭新阶段，生态工业园区的建设和发展应运而生。生态工业园区以循环经济和生态工业理论为指导，着力于园区内生产链和生态网的建设，最大限度地提高资源利用率，从工业源头上将污染物排放量减至最低，实现区域清洁生产。

本文主要通过理论探讨和案例研究相结合的方法、分析与综合、构建模型等研究方法的运用，在循环经济理论、生态工业园理论研究的基础之上，对循环经济型生态工业园区最基本的构成单元——生态产业链的构建原理和运行模式进行研究，并以北京经济技术开发区为例，研究并构建了北京经济技术开发区的水循环生态产业链结构。

通过研究，笔者认为以循环经济的理论为指导，通过实例深入剖析生态工业园区内企业之间的共生关系，构建共生企业的生态产业链，有利于资源的高效利用和循环利用，有利于园区的整体建设和规划，从而实现生态工业园区的可持续发展。

希望本文的研究成果可以为我国循环经济的发展提供有价值的参考。

ABSTRACT

Circular economy is the innovation reflecting on the unsustainable traditional development patterns. It is the results of the understanding of the evolution on the relationship between man and nature. The essence of the circular economy is an ecological economy. It is based on the theory of ecological philosophy. Its core is to the efficient and recycling use of resources. Minimization, reuse, and resources are as its principle. The basic features are the low consumption, low emission, high efficiency. It is to guide and coordinate human relationship with nature. Under the guidance of the theory of the circular economy, the industrial park's development has entered a new stage. And Eco-industrial park construction and development are emerged. Eco-Industrial Park is to focus on the production chain and ecological network construction within the park under the guide of circular economy theory and eco-Industrial theory. And it is to maximize the utilization rate of resources, to reduce emissions to the minimum from the industrial sources, to achieve regional cleaner production.

This paper mainly studies the Construction principle and mode of operation of the ecological industrial chain-- the most basic element of the circular economic eco-industrial park, through the using of the combination of theory and case studies, analysis and synthesis, Model Construction methods, on the circular economy and Eco-Industrial Park theoretical research foundations. And under the Beijing Economic and Technological Development Area as an example, this paper researches and constructs the water cycle ecological industrial chain structure of the Beijing Economic and Technological Development Area.

Through research, I think that under the guide of the circular economy theory, through the in-depth analysis of the symbiotic relationship between enterprises of the eco-industrial park by the examples, the building of symbiotic ecological industrial chain, conducive to the efficient use of resources and recycling. And it is beneficial to the overall park construction and planning. Thus the sustainable development for the eco-industrial parks is achieved.

I hope that the results of this study can provide valuable reference for our economic development cycle.
