当今世界，人才资源已成为最重要的战略资源。为了提高国家竞争力，世界

各国都高度重视开发人才资源。高等教育国际化是21世纪世界高等教育发展中最为凸显的趋势之一。以教育推动创新，以创新人才成就创新经济，这是一个全球性的

课题。经济的全球化必然带来教育的国际化。随着全国各地城市化进程的

加快，人才结构的层次也在不断提高。政府将进一步把教育国际化纳入区域发展战

略规划，加大国际人才的培养力度。

In today's world, talent resource has become the most important strategic resources. In order to improve the national competitiveness, all countries in the world attach great importance to develop talent resources. Being internationalization is one of the most prominent trend of the higher education development in the 21st century world. To promote creation by education and to use innovative talents to promote innovative economy, this is a global issue. The globalization of economy must lead the internationalization of education. Along with the acceleration of urbanization throughout the country, talent structure hierarchy is also rising ceaselessly. The government will further take education internationalization into regional development strategy planning, increasing international talent cultivation.

首先，教育部将进一步扩大中国教育对外交流。主要有科研合作、人才培养

合作和中外合作办学等几种形式。鼓励有条件的高等学校与外国知名高等学校合作

培养人才，争创国家示范性中外合作学校和中外合作办学项目。例如，广州大

学近日与东方国际教育交流中心签署合作协议，国家留学基金委东方国际教育交

流中心将向广州大学引入更多的全球优质教育资源，并逐步向广州大学学生开放。

为广州大学的国际化建设搭建平台，为该校毕业生出国深造提供良好的条件和途

径，部分项目还将向社会逐步开放。其中法国CNAMfc学此次在该校招收的硕士预科项目旨在培养具有英法双语、专业技能和管理硕士的复合型人才。

员会的官方资源，与广东地区教育资源紧密结合，寻找创新的服务模式，通过项目

办学特色，增加国内外教育的交流机会，让世界融入院校，让院校服务世界，让世

界了解院校，让学生走向世界。在教育、管理、英语培训和文化活动等领域开展合作，培养更多的国际化人才。

的政策引导，实施学生海外学习和实习计划。
