摘 要

乡镇企业从异军突起到发展速度放缓再到陷入困境，这是中国经济转型与经济增长过程中内生出来的一个重要现象。与乡镇企业发展速度放缓在时间上形成对应关系的另一个重要现象，是20世纪90年代后外商直接投资（FDI）的大量涌入、外商投资企业在中国迅速发展壮大。从经验与数据上看，乡镇企业与外商投资企业之间呈现出了此消彼长的负相关关系。

本文从金融层面深入挖掘了乡镇企业与外商投资企业之间此消彼长的关系，并通过实证检验进一步证实了外商直接投资与不完全金融深化的联合效应在乡镇企业发展中所起到的作用。从一定程度上来讲，外商直接投资的进入虽然不是乡镇企业在20世纪90年代后发展放缓、转型及陷入困境的直接原因，却通过金融深化这一纽带对乡镇企业的后期发展产生了重要影响。商品及要素市场较为发达、金融市场严重滞后的市场环境原本有利于传统的以模糊产权为基本特征的乡镇企业，但随着国家开放政策的深入，外商直接投资大量涌入，带来巨大的政治冲击与竞争压力，在一定程度上促成了中国金融体制自由化改革，这极大地促进了我国金融市场的发展。一方面，FDI这一外来力量通过金融自由化改革将包裹在乡镇企业外面的“金融保护层”一一撕破，乡镇企业赖以生存的金融支持机制被打破；另一方面，FDI对金融发展的作用具有“渐进性”，导致出现一个金融抑制与金融自由化并存的过渡阶段，而这一过渡阶段中，却未能内生出新的乡镇企业金融支持机制。这种金融支持机制的“缺位”，是导致乡镇企业发展速度放缓，转型后普遍陷入发展困境的直接原因。从某种意义上讲，FDI通过金融深化这一纽带对乡镇企业的发展态势造成了负面影响，这是乡镇企业与外商投资企业的发展之间出现此消彼长关系的根源所在。但是，这一负面影响不会永远持续，其消除并转化为积极影响，所依靠的不是别的，恰恰是FDI本身。只有继续对外商直接投资保持开放的态度，才能促使我国金融自由化改革扩大到更深更广的范围，促进我国金融市场不断发展，从而使得我国的金融环境中内生出可以为乡镇企业等中小企业提供金融支持的融资渠道，这不仅是中小型乡镇企业走出发展困境的唯一出路，更是低扭曲高效率的自由市场经济的出路。

Abstract

Development of township enterprises had sprung up to slowdown and is in a jam now, which is important phenomena coming from the process of china's economic transform and growth. In the same period, another important phenomena, in a opposite relationship with the slowdown of township enterprises development, is the influx of FDI after the 1990s and Foreign investment enterprises rapidly grown up in China. Seeing from experience and data, Township and foreign investment enterprises have a negative relationship.

The article excavates the negative relationship between township and foreign investment enterprises in depth from finance aspect, and it demonstrates the combined effect of FDI and incomplete finance deepening on the development of township enterprises further more, via examples. From some extent, though the influx of FDI is not the direct reason of the slow down, reformation and turning in a jam of township enterprises development, it makes an important influence on the anaphase development via finance deepening. Goods and factor markets are more advanced while financial market is severely lagged behind, which is in favor of traditional township enterprises, when ambiguous property rights is the basic characteristics, but the influx of FDI brought in enormous political impact and competitive pressure, along with the deepening of the country's open policy, it also contributes to the financial system of liberalization reforms and the development of financial market in China in some content. On one hand, FDI, the external strength, tattered the financial supporting mechanism, which was the " financial protective layer" that township enterprises depended on, by financial liberalization reforms. On the other hand, FID was influencing gradually so it caused a transition period that financial repression and liberalization existed at the same time, while in the period, new financial supporting mechanism for township enterprises didn't appear. It is the financial support mechanisms absence, the direct reason that township enterprises has sprung up and turn to a slowdown and in a jam. In a sense, FDI brought in negative impact on the development of township enterprises by financial deepening. But it won't continue forever, positive affect will be brought in just by FDI itself.
